Whistle Blowing Policy and Procedures

1. Introduction

1.1 Tanglin Club is committed to a high standard of ethics, honesty, openness and accountability. The Club is also committed to comply with accounting, financial reporting, internal controls and auditing requirements and any legislation relating thereto. In line with these commitments and in order to enhance good Governance, transparency and safeguard the integrity of the Club, the Whistle blowing policy is intended to provide the following:

  • i) An avenue for raising concerns related to any illegal or unethical behaviour such as fraud, corruption and other misconduct.
  • ii) Assurance that those who disclose such information will be adequately protected and that action would be taken on the disclosure.

1.2 According to the intent of this policy, whistle blowing is the reporting of alleged unethical conduct of Employees, Management, Section committee members, Subcommittee members, Task Force members, Comprehensive Maintenance Initiative (CMI) members, General Committee members and other stakeholders by an employee or other person to appropriate authorities.

1.3 This policy aims to provide to create a work environment where employees, vendors, service providers, customers and other stakeholders are able to raise concerns on misconduct, irregularities or malpractices, without fear of harassment and/or victimisation and with an assurance that their concerns will be taken seriously and investigated, and the outcome duly communicated.

 

2. Types of Whistle Blowers

2.1 There are two types of whistle blowers namely:

2.1.1 Internal whistle blowers

  • i. Employees who report incidents of misconduct in an organisation involving a peer/colleague, a supervisor or indeed a top management official.
  • ii. Employees who will abuse the system to voice out their personal grudges, unfairness and/or operational issues.

2.1.2 External whistle blowers – customers, suppliers, service providers, other members of public who report wrong doings of employees to the General Manager and/or President of the Club.

 

3. Objective

3.1 This policy aims to set out the Club’s written, formal whistle blowing policy, consisting of responsible and effective procedures for disclosure or reporting of misconduct and impropriety so that appropriate remedial action can be taken if concerns are deemed legitimate.

3.2 It is intended to encourage employees and other stakeholders to report unethical or illegal conduct or conduct of employees, management, section committee members, subcommittee members, task force members, CMI members, general committee members and other stakeholders to appropriate authorities in a confidential manner without any fear of harassment, intimidation, victimisation, reprisal of anyone for raising a concern under this policy. Specific objectives of the policy are to:

  • Encourage timely reporting of alleged malpractices/misconduct;
  • Provide a means for discreet and confidential channel for escalation of concerns without fear of reprisal;
  • Ensure consistent and timely institutional response to reported improprieties and awareness of whistle blowers of their options/rights;
  • Ensure appropriate oversight by the General Committee members;
  • Serve as a means of preventing and deterring misconduct that may be contemplated but has not yet taken place;
  • Protect the rights of the Club and that of its members;
  • Promote and development of a culture of openness, accountability and integrity.

 

4. Scope

4.1 This policy is designed to enable employees and other relevant stakeholders report acts of impropriety to appropriate authorities. The report should however not be based on mere speculation, rumours or gossip but on personal knowledge of verifiable facts or circumstances to indicate that the reportable misconduct has occurred or likely to occur.

4.2 All employees are protected from victimisation, harassment or disciplinary action as a result of any disclosure, where the disclosure is made in good faith and is not made maliciously or for personal gain.

 

5. Definition

5.1 Whistle blowing is defined as a deliberate, voluntary disclosure of individual or organisational malpractice by a person who has or has had privileged access to data, events or information about an actual, suspected, or anticipated wrongdoing within or by the Club that is within its ability to control.

 

6. Reportable Incidents

6.1 Below is a list of examples (though not exhaustive) of reportable incidents covered by this policy:

      
  • Concerns about the Club’s banking and treasury, procurement, accounting, business sensitive information, internal controls or auditing matters;
  •   
  • Breach of or failure to implement or comply with the Club’s policies or code of conduct;
  •   
  • Actions detrimental to Health and Safety or the Environment;
  •   
  • Any form of criminal activity;
  •   
  • Impropriety, corruption, acts of fraud, theft and/or misuse of the Club’s properties, assets or resources;
  •   
  • Abuse of power or authority;
  •   
  • Conflict of interest without disclosure;
  •   
  • Intentional provision of incorrect information to public bodies;
  •   
  • Concealing information about any malpractice or misconduct;
  •   
  • Fraud against stakeholders, or the making of fraudulent statements to stakeholders and regulatory authorities;
  •   
  • Acts to mislead, deceive, manipulate, coerce or fraudulently influence any internal or external accountant or auditor in connection with the preparation, examination, audit or review of any financial statements and records or operations of the Club;
  • Improper conduct or unethical behaviour that undermines universal or core ethical values such as integrity, respect, honesty, accountability, fairness, etc.;
  • Failure to comply with legal obligations or statutes;
  • Other forms of Corporate Governance breaches;
  • Sexual or physical abuse of any employee, customer, applicant, service provider and other relevant stakeholders;
  • Conduct translating to gross waste of resources;
  • Any other improper matters which may cause financial or non-financial loss to the Club, or damage to the Club’s reputation.

6.2 The above list is intended to give an indication of the kind of conduct which might be considered as reportable incidents. In case of doubt, the whistle blower should seek to speak to his or her immediate superior or follow the procedure for reporting under this Policy.

 

7. Protection Against Reprisal

7.1 If an employee raises a genuine concern under this Policy, he or she will not be at risk of losing his or her job or suffering from victimisation or harassment as a result. Provided that the employee is acting in good faith, it does not matter if he or she is mistaken.

7.2 For external party who raises a genuine concern in good faith, he or she will not be barred from future quotation or tenders of jobs/services in the event he or she is mistaken.

7.3 However, the Club does not condone frivolous, mischievous or malicious allegations. Employee(s) making such allegations will face disciplinary action, as appropriate.

7.4 For external party, if the investigations reveal that he or she make the complaint for malicious intent or for personal gains, appropriate action may be taken, including reporting to the police.

 

8. Confidentiality

8.1 The Club encourages the whistle blower to identify himself or herself when raising a concern or providing information. The whistle blower’s identity as well as concerns raised will be treated with strictest confidentiality.

8.2 Exceptional circumstances under which information provided by whistle blower could or would not be treated with strictest confidentiality include:

  • Where the Club is under the legal obligation to disclose the information provided;
  • Where the information is already in public domain;
  • Where the information is given on a strictly confidential basis to legal/auditing or other professionals for the purposes of obtaining professional advice/assistance;
  • Where the information is given to the Police or other authorities for criminal investigation.

8.3 In the event Management is faced with a circumstance not covered by the above, and where the whistle blower’s identity is to be revealed, Management will endeavour to discuss this with the whistle blower first.

 

9. Whistle Blowing Procedure

9.1 A whistle blower may raise concerns either by declaration or anonymously through any of the following:

  • Formal letter or Email to Audit Committee Chairman.

9.2 If the concerns raise affect the Audit Committee Chairman, the formal letter or email to be directed to the President of the Club.

9.3 Reporting Format

The concern(s) shall be presented in the following format:

  • Background of the concern(s) (with relevant dates);
  • Reason(s) why the whistle blower is particularly concerned about the situation. Supporting evidence for the allegations, if available, would be helpful in the investigation.

9.4 Investigation Process of Concern(s)

9.4.1 The purposes of the investigation are to:

  • Establish if a issue has occurred based on the concern(s) raised, and if so, to what extent; and
  • To minimise the risk of issue, prevent any further loss of assets, damage to the reputation of the Club and if possible protect all sources of evidence.
  • Establish if the issue is a general operational issue and not within the whistle blowing scope as listed in 6.1,

9.4.2 The Audit Committee Chairman shall within five (5) working days of receipt of the concern(s) from the whistle blower, acknowledge receipt of the concern(s) raised.

9.4.3 The Audit Committee Chairman will then assess with the Audit Committee whether the concern(s) raised fall within the scope of the whistle blowing or not. If preliminary assessment shows that the concerns falls within the whistle blowing reportable incidents, the Audit Chairman will then report the concern(s) received to the General Manager and President or in absence of the President, the Vice President.

9.4.4 The Audit Committee would then be invited to the next General Committee (GC) Meeting to present to the issue to the GC.

9.4.5 The GC would then make a decision on the appropriate action to be taken.

9.4.6 If there is criminal activity or fraud has taken place, the matter may be referred to the police and where necessary, appropriate legal action taken.

9.4.7 Dependent on the severity, nature, credibility of the concern(s) and information provided, the investigation may be conducted involving one or more of these persons or entities:

  • The External or Internal Auditor (EIA);
  • Forensic Professionals (FP);
  • The Police or Commercial Affairs Department (PCAD); and/or
  • The Corrupt Practices Investigation Bureau (CPIB).

9.4.8 If the issue does not fall within the whistle blowing scope as listed in 6.1, then the Audit Chairman will then pass on the issue to President or in absence of the President, the Vice President, who will then task the General Manager to take appropriate action.

9.4.9 Where necessary, the Audit Committee Chairman or as directed by the Audit Chairman, the General Manager will keep the whistle blower informed of the progress and the outcome of the investigation, within the constraints of maintaining confidentiality or observing legal restrictions generally.

Adult Choir

 

The Choir Section celebrated its 10th Anniversary in September 2023. The Section enters its 12th year and has grown from ten dedicated Members, founded by Judy Ip, in 2013 to now forty-five active Members. We are an inclusive, non-audition Adult Choir that welcomes individual who wishes to dedicate time and effort to sing, listen and harmonise with each other.

Our Section engages Kodaly Academy Music of Singapore. Founding Director, Mr. Albert Tay, has been instrumental in our growth for over a decade—and continues to give support to the Section. Senior Conductor, Mr. Leslie Tay was part of this lovely journey. Ms Wynne Lee, the Associate Arts Director and Flora Yee are the lovely additions to strengthen our Choral Singing and Musicianship.

We sing in two or three parts harmony – Soprano/Tenor, Mezzo Soprano and Alto voices. Members can sing and harmonise up to five parts Sop1 (Descant), Sop 2, Alto 1 and Alto 2 in a more complex arrangement. While joining hands with Scholar Cantorum, Members can sing in 8 vocal sub positions environment. 

Yearly Events

 

We have mandates to perform for the Club and engage communities yearly. Performances typically include New Member’s Night, Choir Anniversary Evening, Annual Tree Lighting, Old Folk’s Home and Selected Public Charity Events. Members enjoy performing at leading venues like School Of The Arts (SOTA) and Esplanade Hall etc. These provide Choral Members excellent opportunities to polish our singing. Meet and mingle from 7.00pm; singing starts at 7.15pm and runs until 9.30pm. 

Plus, Chamber Choir sessions take place on alternate Wednesdays from 9.30pm to 10.00pm for those who would like to explore more challenging pieces.

JUNIOR CHOIR

 

Tanglin Club Junior Choir (TCJC) is a non-auditioning choir for children aged between 6 to 16 years old. Our current sub-section includes children aged 5 to 12 years old, so we may consider younger age groups on an individual basis.

Our choir follows Kodaly’s concept of music education which is based on the following components:

  • Singing
  • Solfege
  • Hand Signs
  • Rhythm Syllables
  • Sequential Learning
  • Literacy
  • Experiential Learning

 

TCJC is also an inter-generational choir, where parents or grandparents are welcome to participate in any performances or choir practices.

The main objective of the Junior Choir is to create a safe environment for children to explore their musical talents. We also aim to positively influence on children’s language, cognitive, emotional, physical and creative skills. We believe that singing in groups at a young age helps children develop social skills such as communication and teamwork.

TCJC is led by Ms Wynne Lee, our main conductor, she will be assisted by Ms Ho Lian-Ian.

Information

Wine Circle

The Wine Circle, formed in February 2004, comprises Members with a common interest in fine wine and related beverages. Events are held mostly in the Raffles and Churchill Rooms. The theme rotates between the Churchill Room menu, the Tang Yun menu and a buffet spread held in conjunction with a wine theme. Music is provided where appropriate.

With 6 single courts and 2 doubles "jumbo" courts, the Tanglin Club has one of the best squash facilities in Singapore. Our weekly socials, along with regular competitions, ensure a good competitive standard for all ages. We also host a prestigious Annual International Doubles tournament which regularly attracts more than 80 pairs from the region.

We regularly arrange overseas tours to destinations like Vietnam, Thailand and Malaysia, with some tours partially sponsored. Most of the clubs we visit also pay us reciprocal visits from time to time.

Training and coaching programmes are also available for players of all levels and we welcome players of all standards. So, come on down to the courts, join the Squash Section and enjoy the game and make new friends!

Rules & Regulations

Court Bookings

Courts may be booked for periods of 30 minutes. Courts may be booked up to 8 days in advance (inclusive of booking date).

Cancellation of Bookings

A cancellation charge of S$16.05 for each period of play will be applicable if a booked court is not cancelled before 4.30pm on the day before play.

Eye Protection

It is compulsory for all players to wear some form of eye protection when playing on the singles or doubles courts. Players may loan a pair from the Squash Counter (free-of-charge) or purchase protective eyewear from the Pro Shop at the Sports Complex.

General

During Section activities, courts that are not blocked are open for booking as per usual. The Squash Committee wishes to emphasise that the aim of these sessions is for Members to interact and socialise and not for Members to pre-arrange matches with their partners. If you wish to play with a partner of your choice, it is suggested that you book an individual court instead.

 

Non-marking shoes are strictly required.

The section's dynamic approach embraces diverse settings and occasions. It organises outdoor shoots at historical venues and during festive seasons in Singapore, providing unique opportunities to explore and capture different environments.

Historical Venues shoots transport Members to Singapore's rich past, capturing the charm and essence of iconic locations like Gardens by the Bay and colonial-era buildings. Heritage trails showcase the lush greenery of Singapore's heritage sites, inviting artistic expression.

Festive Season Light-Ups allow Members to document Singapore's vibrant celebrations. Shoots during festive seasons capture mesmerising light displays and festive atmospheres, preserving the magic of these occasions.

The Tanglin Club Photography Section encourages Members to capture the beauty of Singapore's history and festive spirit. It serves as a platform for creativity, pushing the boundaries of visual storytelling.

Besides outdoor shoots, various photography workshops and talks are also planned throughout the year as part of our ongoing program.

The Scuba Section of the Tanglin Club is a Special Branch of the British Sub-Aqua Club (BSAC), headquartered in the UK. Branch 758 has a history of 30 years of safe and enjoyable scuba-diving activities. These includes teaching Tanglin Club Members how to dive, the organising of dive expeditions to the best dive destinations in the region and further afield, and social gatherings, talks and slide shows relating to marine life.

The Tanglin Club Dance Section welcomes all levels of dancers interested in ballroom and Latin dance to participate in social dances, formal events and dance instruction. Dance events are hosted in the Churchill Room, which offers one of the finest dance floors among recreational clubs in Singapore.

The Dance Section organises four formal events each year, including a Charity Ball and the Tanglin Club’s annual Christmas Ball. These events often showcase performances by professional dancers and offer members and their guests an opportunity for social dancing accompanied by the Tanglin Club’s resident band and DJ.

Members are invited to participate in weekly dance lessons with the Tanglin Club’s resident dance instructors. Classes range from beginner to advanced and explore a variety of dances including waltz, rhumba, samba, swing, and rock and roll.

The Tanglin Club has a world class Lawn Bowls facility, at the fourth floor of the Sports Complex. It has a sand filled synthetic surface, and is the most modern in Singapore, featuring six rinks of 40m in the east-west direction, and eight rinks of 34m in the north-south direction. It can accommodate a maximum of 64 players at any one time.

In the late afternoon, the green is shaded by the surrounding buildings, and the constant breeze makes late afternoon and evening play most pleasant and enjoyable under the flood lights. The drainage system for the green is very effective and enables play to recommence within half an hour once rain stops.

All necessary equipment is available on-site for the use of Members, and this includes bowls of various sizes and weights, as well as mats, jacks and measuring tools etc. Equipment lockers are available to Section Members.

During the course of play, refreshments can be ordered from Tangles. The only essential items required by all players are flat-soled sports or bowls shoes and a collared polo shirt of any colour. We wear Club uniforms only for tournaments.

The Section Committee organises free coaching, practice matches, Club tournaments and social games. Friendly matches with other clubs and visiting overseas teams, the Interclub leagues and regular overseas bowls Tours and Interport matches are organised periodically.

The Lawn Bowls Section welcomes new players of any standard, including "never bowled before". This is the game that couples of any age can play together on equal terms; just register at the sports reception to get started.

Join the Darts Section and play fun darts at the Tanglin Club!

Three dartboards are hung on the wall of the Multi-Purpose Games Room in Tangles. It offers Members an opportunity to engage in friendly, wholesome fun darts. The delightful atmosphere further enhances the warmth of spending time with friends.

The popularity of Darts is growing on a daily basis.

• It is one of the few sports or games where the whole family can join in the fun if you are over 17 years old.

• It is not physically tiring – it only takes a few seconds to throw 3 darts. Then the throws become interesting and lively. The more you throw, the more delighted you will feel.

• It doesn’t matter whether you are male or female; both women and men can join in the fun simultaneously.

• Your mental math gets a boost, by all the adding, doubling and tripling of numbers. 

• You can play it at various levels at your own pace, as a beginner, more seriously with friends, in small competitions or in leagues, and also in big tournaments against other clubs.

• It is one of the few sports where the spectators who attend the competitions and big tournaments, also practise and play the game themselves on a regular basis.

• It is a huge morale booster. It never takes long for people to bond and become friends when they start playing with or against each other.

• It is a ladies and gentlemen game. Dart players are friendly, fun-loving people. The game starts and ends with a handshake congratulating the winner.

• Try it! Play a few games. You will enjoy yourself tremendously.

The Club has a Balut Section, which tries to popularise the game as a social pastime through organised events with other Singapore or Sabah / Sarawak clubs enabling Members to freely inter-mingle over a few drinks, and for most also a little bit of mental therapy. Not forgetting meeting with Members of other clubs and the occasional trip to Borneo.

Genuine hand-made leather Balut Cups complete with dice, score sheets and ' How to play Balut' instructions are available for sale at the Reception at the main Clubhouse. Balut is a game where everybody can participate with a minimum of tuition and 'Beginners Normally Win' is an old Balut saying!

Billiards is the Tanglin Club’s oldest sport, dating back to the completion of the first clubhouse in 1867. Today, the Club’s Billiards Room is located next to the Wet Bar and has two immaculately maintained full size snooker tables and the services of a billiard marker.

The Billiards Section comprises many Members who are passionate about the sport. The Section organises Club tournaments, Member events, friendly matches, overseas trips to reciprocal clubs, participates in the National Snooker League and represents the Club as a Full Member of Cuesports Singapore.

Club tournaments come in different games and formats with many trophies to compete for throughout the year, including:

  • Snooker Championship for the Concorde Trophy;
  • 4-Ball Billiards Competition for the Captain Ho Weng Toh Trophy;
  • Billiards Championship for the Joe O'Conner Trophy;
  • Volunteer Snooker Competition for the Graham Trophy;
  • Doubles Snooker Competition for the Andrew Alexander Webster Memorial Trophy; and
  • Snooker Handicap Competitions for the Ian Braslin Trophy, John C. Wilks Trophy, Peter Gilchrist Trophy and the Resolution Trophy.

 

The Billiards Section welcomes Members of all playing ability to join Billiards Section. Section Members are allocated a snooker handicap according to their ability. In match play, the handicap difference between players is used to determine the number of points the high handicap player should receive from the low handicapper during the playing of their match.
